He Youjun

Dr. Youjun He is a professor of Forest Ecology, Forestry Economy and Policy, who works at Research Institute of Forestry Policy and Information (RIFPI), the Chinese Academy of Forestry (CAF). He received Ph.D. degree in forest ecology from Beijing Forestry University in 2005. With a focus on the ecological conservation and forest policy, he spent several months in the Department of Forest Policy, History and Nature Conservation of Göttingen University as a visiting scholar in Germany in 2007. Since July 2005, he has been researching on multi-purpose forest management and integrated ecosystem management, forestry economy and policy, forestry development strategy and planning, adaptation and mitigation of forestry to climate change at the Chinese Academy of Forestry, China.

In addition to being an expert in forest resources management and forestry development planning serving for State Forestry Administration (SFA), he is an evaluation expert for demonstration sites of ecological civilization at National Development and Reform Commission (NDRC), and for national key research and development program of China at Ministry of Science and Technology (MOST). In recent years, he has implemented more than 50 projects as project leader, funded by Ministry of Science and Technology, National Natural Science Foundation of China, State Forestry Administration, WWF, GIZ, GEI, EU, FAO and GEF et al. He has plenty of experience in forest resources management, governance and was involved in the development of National Forestry 13th Five-Year Plan, in which he highlighted the approaches of ecological restoration, forest governance and policy, for example, fiscal subsides and ecological compensation. He also has inter-departmental working experience, which affected forest governance, such as forestry development and issues in sustainable agriculture plan which prepared by Ministry of Agriculture, forest biodiversity conservation and management by Ministry of Environmental Protection of China, and forest adaptation and mitigation to climate change in the national 12th Five-Year development Plan.
