CAF scientists carry out extensive and in-depth studies on China’s forest development strategies in different historical periods and have proposed an operational forest development system in line with the national circumstances and the state of forests in China, which provides an important backup for the decision-making in the regard. The study on the forest development path in China suggested and justified the ideology and theory of specialization and division, which provided the basis for decision-making on classified forest management. The Forestry Action Plan for China’s Agenda 21 was developed, which prescribed the strategic goal and measures for sustainable forest development in China and drew a grand blue-print of China forestry in the 21st Century. The Strategic Study on Sustainable Forest Development in China mainly carried out by CAF scientists put forward, for the first time, the 3-Eco Theory (ecological improvement, ecological security and ecological civilization), which worked as a basis for the national decision-making on long-term forest development policies. CAF also completed the studies on regional forest development strategies for Jiangsu, Zhejiang, Fujian, Beijing, Guangzhou and so on, and launched a series of projects aiming at providing technical support for the forest tenure reform, which played a positive role in the regional forest development. In addition, various studies on forest values, accounting of forest resources, forest taxation, industrial restructure, market forecasting and etc., have made significant progress.
