CHEN Shaozhi, a member of Party Leadership Group of CAF, assists the president in  industrial development, graduate education as well as cooperation between provinces and CAF, takes charge of Department of Achievement Transformation and Industrial Development, Graduate Department, Research Institute of Forestry Policy and Information, Harbin Research Institute of Forestry Machinery and Beijing Research Institute of Forestry Machinery, coordinates affiliated and equity companies of CAF, associates with CAF Heilongjiang Branch Academy, Xinjiang branch Academy, Hunan Branch Academy, Scientific Research Experimental Demonstration Base in Liping County and Expert Workstation in Hutubi County, and takes charge of the liaison work with Heilongjiang Province, Hebei Province, Hunan Province and Guizhou Province governments.

CHEN also serves as the vice president of China Forestry Economics Society and visiting professor of Beijing Forestry University.

CHEN mainly engaged in the research of forestry and grassland strategic planning and sustainable management, natural resources and environmental economics, forest product market and trade. He organized the drafting of the Implementation Plan for Phase II of the Natural Conservation Project and policy documents such as forest tending subsidies, afforestation subsidies, superior tree breeding subsidies and wetland conservation subsidies from the central government. As a key member, CHEN participated in the compilation of the Outline of the Plan for Promoting Ecological Civilization Construction (2013-2020) and the 13th Five-year Plan for Forestry Development. He presided nearly 90 major national soft science projects, major international cooperation projects as well as provincial and ministerial scientific research projects, edited and published 12 monographs and published over 100 papers, of which over 30 were included in SCI, EI and CSCD / CSSCI. CHEN’s research involves ecological civilization, Two Mountains Theory and forestry grassland governance, major planning and policies of forestry and grassland, coordinated management of mountains, rivers, forests, farmlands, lakes, grassland and sand, addressing climate change, multifunctional and sustainable forest management, precise improvement of forest quality, natural resource tenure, national park management, world forestry, major reforms and institutional mechanisms, industrial competitiveness as well as trade and investment of forest products, etc.

CHEN won the third prize of Scientific and Technological Progress Award of the former Ministry of Forestry and the second prize of Liang Xi's Scientific and Technological Progress Award. Two scientific research achievement presided by CHEN, forest management and precise improvement of forest quality, are listed as key promotion scientific and technological achievements by NFGA, covering practical technologies such as precise improvement of the quality of typical stands of major tree species, precise improvement of the quality of natural secondary forests, restoration and management of degraded forests, forest carbon sequestration and increase of sink, and preparation of forest management plans.
